Can I use Virtual Hyper V hosts in SCVMM instead of physcial ones, and will VM creation work?

Is this possible?

I have created a virtual SCVMM Server on my host machine that manages three other virtual hosts on the same box.  

That works fine.

Now I want to be able to create some virtual machines on those hosts.

But the problem I am encountering is that the jobs keep failing, and it is telling me that the Hypervisor can't be started on the hosts.

I think I may have to enable VT in the BIOS, but I can't change anything as these are virtual machines that are already running under a hypervisor. And they don't have any physical NICs. What can I do?

I can run this in VM Ware Workstation with a couple of tweaks.

But Hyper V doesn't want to work.

Please help.
