How to assign all resources to cloud tenant in VMM 2012 SP1

I would like to create a tenant of a self-service user for VMM 2012 SP1.  I would like them to access everything in a certain failover cluster ESC, to stop and start VMs and take snapshots.  How do I do this?

The partial solution I have is to create a cloud CLOUD01 that they can access, and put everything in this one cluster ESC into this new cloud CLOUD01.  The users I want are part of TENANT01.  The first problem is that I am having to associate each VM with the cloud, but I can live with that.  The second problem is that in the TENANT01 properties, under resources, I have to add each VM, or else, the members of TENANT01 see an empty cloud. 

Is there a way to dynamically add all cloud resources to the resources tab of TENANT01?

Can I make the allowed-resources of a tenant dynamic, that is, everything in the assigned cloud?
