One slow VM and one normal VM on the same host. How do I fix the slow VM?

I have two VMs on the same host but their performance varies greatly. The second server is very slow.

Disk Read - Server 1 - 3.85 MBps, Server 2 - 62 KBps

Disk Write - Server 1 - 537 KBps, Server 2 - 302 KBps

Network Received - Server 1 - 85 KBps, Server 2 - 4 KBps

Network Sent - Server 1 - 36 KBps, Sever 2 - 1 KBps

Server 1 - Server 2008 R2, VMGS - 6.2.9200.16384

Server 2 - Server 2012, VMGS - 6.3.9600.16384

Server 1 - 8 processors, 24 GB static memory, 2 IDE drives, 3 SCSI drive, compatibility unchecked, no checkpoints

Server 2 - 4 processors, 4 GB - 8 GB dynamic memory, 1 IDE drive, 1 SCSI drive, compatibility unchecked, no checkpoints

Host - Dell R720, Logical CPU 24, 64 GB memory, RAID 10

Server 1 is a Verdiem server which talks to many clients. Server 2 is a Distribution Point but is not being used at this moment. If I do a file copy to test the servers, Server 2 takes much longer and when I delete the files copied, Server 2 takes much longer. If I shut down Server 1 and do the file copy on Server 2, the performance increase is minimal.

When I compare the Distribution Point performance to other Distribution Points, there is lots of variability, and there is even a DP performing better on an slower server. This slowness seems to have followed this server on difference hosts. 

How do I fix this slow VM?  Are the VMM settings fine and I need to look at the Guest OS?
