Create VM from VMM Template Fails with Error 2901

Ahoy there folks,

I'm having a bit of a weird one and am looking for a little assistance in troubleshooting.

So I've created two new VMs to be used as the basis for a VMM template.  One I've converted to a template using VMM, the other I've sysprep'd myself, stored in the library and created a template.

When trying to deploy a VM from either of these, it errors out at "Install VM Components" with:

"Error (2901)
The operation did not complete successfully because of a parameter or call sequence that is not valid.


Recommended Action
Ensure that the parameters are valid, and then try the operation again."

Not all is lost though as restarting the failed job continues from where it left off and completes successfully about 90% of the time.  I can imagine this'll cause me issues though when it comes to deploying VMs from the Windows Azure Pack Portal or when using any means of automation to deploy VMs.

All information I can find on this specific error relates to V2V tasks but as above, that doesn't quite fit my issue.

I get the feeling this is related to the Administrator password is some way but am having trouble proving it.  I've modified the template to set a specific password at VM deployment, I've tried using a RunAs Account, I've also tried not setting the password at all, nothing thus far has helped.

I've also removed the networking configuration from the templates as well, but that made no difference.

To make matters more confusing, the odd VM deployment will complete successfully but this is very rare, about 1 in 20 or so.

Any advice getting to the bottom of this would be greatly appreciated.
