VM not getting IP from IP pool

Hello,we are using SCVMM 2012R2 

I'created an IP pool for a client. When I create a VM from template, I specify the IP pool during the creating process (https://www.evernote.com/l/ADlHdP89AIBK9rGgFzywFSDmz3KDbqqv7ic). Once the VM is created. I can confirm that the VM was assigned an IP based on this https://www.evernote.com/l/ADkx1i1J9MlGZKzuL8UZ47D17pRFf0oD4UU. However the VM does not get the IP. 

How can I correct this or assign the IP VIA a script.
