2012 R2 System Center Virtual Machine Manager service fails to start - error 1067

2012 R2 System Center Virtual Machine Manager service fails to start - error 1067.

This service used to start.

System Center Virtual Machine Manager Agent starts successfully.

The SCVMM database is online.

We have tried resetting the service password, restarting the server, and resetting the service account password in AD.

Also tried the running the below queries against the VMM database below which also failed to start this service.
