We're in the process of moving to VMM 2016 from 2012 R2 and I've hit a problem that doesn't appear to make much sense.
The End User roles (Tenant or Self Service) don't appear to be able to make any modifications to an existing VHDX. Trying to expand, convert to a fixed disk, compact etc all fail with a permissions error pasted below. The permissions set 2012 which this works absolutely fine for, I've even tried checking all permissions within a role as a test but it makes no difference. This role can make other changes such as increasing vCPU's or Memory and can even add a second VHDX and set options during creation. Once the disk has been created, we're back to square one and no future modifications will work.

Contact the Virtual Machine Manager administrator to obtain the appropriate permissions. Please contact your system administrator with this error ID.
