Unable to run WinRM using Domain User Account with Local Administrator Privilege

Hello All,

I am using Virtual Machine Manager 2012 (Non-SP1) running on Server 2008 SP2. I failed to add a new Hyper-V server, and searching the Internet for the error explanation lead to the conclusion that the problem is in WinRM. I ran "winrm qc" in the PowerShell and it gave me the error:

WSManFault

Message = Access is Denied

Error Number: -2147024891 0x80070005

I ran this command using a domain user account which has local administrator privilege (by adding it into the local admin group).

However, if I use the domain admin account, I am able to run the command.
