VM Networks and Tenant Admins

I've set up a Tenant Administrator user role and have given the global permission of "Author VMNetwork". I've also set no quota limits for VM network creation. When I log into the VMM console and select my new tenancy I am not able to create a VM Network.

There must be something obvious I'm missing.
