Virtual Machine Deletion Strategy

Hello,

We currently have around 250 virtual machines in our environment. We primarily use these machines for testing, learning, and client work. We are getting to the point where we have a ton of stale virtual machines. We can no longer rely on users to remove the virtual machine if it's no longer needed. In order to conserve our resources, we'd like to develop some kind of strategy for automatically removing virtual machines after we've determined that they are no longer being used. Has anyone come up with a good strategy of how to deal with this issue?

We would love to use PowerShell to automate this process, however, I can't seem to find a specific property that I can use to determine if the virtual machine is actually not being used. I initially looked at the ModifiedTime property but it's inaccurate since we have heartbeat enabled. We'd like to use something like LastLogonTimeStamp (a property in Active Directory).

Any suggestions would be greatly appreciated.
