VMM 2012 R2 licensing

Can someone please confirm what I fear/suspect: In System Center 2012 R2 Virtual Machine Manager, I have to count ALL of the VMs - not the hosts - if I want to use the standard edition licenses.

We are a development shop, and so we have tons of vm's lying around for all kinds of testing purposes and for dormant projects. Most of them are off, but they are still there. We also move the vm's around a lot between hosts to utilize capacity properly.

Consequently, the natural replacement for my wonderful single SCVMM 2008 R2 Workgroup license, which covers any number of VMs on 5 hosts becomes 5 System Center 2012 R2 Datacenter licenses. Correct?

SCVMM 2008 R2 workgroup = I think it used to be about USD 500

5 x System Center 2012 R2 Datacenter = USD 18,035 on mla.microsoft.com

Please tell me I am wrong.

Please direct me towards authoritative information about how to license this type of setup in the system center 2012 world. (the system center 2012 R2 licensing data sheet does not answer this in a satifactory way - it just talks about "managed operation system environments" and for that I do not know whether I should count hosts or vm's with VMM).
