SCVMM 2012 - Private Networks

I would like to be able to use SCVMM 20012 to connect to VMs that are connected to a "private development network". This private network will have cloned VMs from our production environment and will have the same IP addresses. We have no free NICs on our Hyper-V servers, can a private network be created on our cluster using no NICs?

I've tried various things like creating a private network by adding a private Standard Switch on all of our the Hyper-V by going to it's host properties > Virtual Switches but keep ending up with this error:

Error (13921)
The highly available virtual machine (VMname) is not supported by VMM because one or more of its network adapters is not configured correctly.

Recommended Action
Ensure that all of the virtual network adapters are either disconnected or connected to highly available virtual switches.
