New VM's on new Hyper-V 2012 R2 cluster are getting all zeros for their MAC address

Currently running a 2012 Hyper-V 3 node cluster and using VMM 2012 R2.  I want to start building a HV 2012 R2 cluster so I have configured the networking to support that, and have added a new R2 host.  I have configured logical networks, switches, port profiles, etc for this.

When I go to create a new vm on the new cluster, the machine sets the mac address field to static and sets the mac address to all zeros (00:00:00:00:00:00) The selection for Dynamic is grayed out. I have checked and the host group it is in is inheriting the mac address pool from VMM.   There's also a mac address pool on the host server in Hyper-V manager under Virtual Switch.  Not sure which one it's supposed to use.
